The state of nature, as Gregory S. Kavka notes, is a “relational concept”28 . In his structuro-realism, or neo-realism, which provides the second moment in the post–World War II realism inaugurated by Morgenthau and Carr, Waltz thus sets terms of debate about international politics which are just as much universalist as those employed by these two writers.
