As a group, East Asian tariffs are at the higher end of the range of tariffs in the 16 countries. 40 /kWh. 02 /kWh is at the top end. The Pacific islands, reflecting the small scale of mainly diesel based operations, average around a high US cents 18 /kWh. 18 /kWh. But these tariffs relate to 'state base prices' which are the base prices charged for electricity generated by plants financed by the Central Government and managed by provincial power companies. Where power supply is financed by noncentral government sources- and a substantial proportion is so financed- a 'guidance price differential' is charged in addition.
